Profile: I am Reader in Human Rights Law in the Former Soviet Union and Eastern Europe and Director of the Pan-European Institute at the University of Essex, and teach human rights and public international law. I have published widely on issues of human rights and law reform in the CIS and former Soviet Union generally. I presently advise the British Government's Department for International Development on Human Rights and Law Reform in Russia, and the Organisation for Security and Cooperation in Europe's Office for Democratic Institutions and Human Rights and High Commissioner on National Minorities in their work on legislative and institutional compliance with human rights standards in Kazakstan and Kyrgyzstan.
