The 2002 Hawaii International Conference on Social Sciences will be held
from June 11 (Tuesday) to June 15 (Saturday), 2002 at the Sheraton Waikiki
Hotel in Honolulu, Hawaii.  Pre-session workshops will be held on June 11,
with the concurrent sessions to start on Wednesday, June 12, 2002.  The
Conference will provide many opportunities for academicians and
professionals from social sciences and related fields to interact with
members inside and outside their own particular disciplines.
Cross-disciplinary submissions are welcome.

areas of Social Sciences:

Poster Sessions/Research Tables - informal presentation of papers or abstracts.
Work-in-Progress Reports or Proposals for future projects.
Reports on issues related to teaching.

Submission Guidelines

1.  Submissions may be made electronically via e-mail to
social(a)hicsocial.org or mailed.  Electronic submissions are preferred.
Submissions will be acknowledged within 48 hours.

If submissions are mailed, submit two copies of your paper, report,
abstract, proposal or study.  Submissions imply that at least one author
will register for the conference and be present at the time designated in
the conference program.  Submissions must be received by January 16, 2002.

There is a limit of two contributed papers per lead author.

2. Each submission should include a separate title page.  The title page
should include:

a. title of the submission,
b. topic area of the submission,
c. two or three keywords that describe the submission,
d. name(s) of the author(s),
e. mailing address(es),
f. e-mail address(es),
g. phone number(s),
h. fax number(s),
i. corresponding author if different than lead author.

Correspondence regarding receipt of submission will be made by e-mail
unless another mode of correspondence is requested. Notification of
acceptances will be mailed as soon as the reviewing process is completed.
BE SURE AND INCLUDE THE TOPIC AREA AND TWO OR THREE KEY WORDS DESCRIBING
THE SUBMISSION.  This will help facilitate the reviewing process.  If an
early acceptance is needed for visa or budgetary reasons, please include
that information with the submission.

3. All submissions will be subject to a review process.   Submissions will
only be published in the conference proceedings if at least one of the
authors attends the conference.   Instructions for submitting a computer
readable format for the proceedings will be provided when the submission
is accepted.

4. If you wish to be a reviewer, session chair, or discussant, please
e-mail your request to social(a)hicsocial.org  and indicate the topic area
in which you are interested.  Registration for the conference is required
to be a session chair or discussant.

Call for Papers

The Ninth International Seminar on Central Asia and the Caucasus: The
Caspian Sea; Prospects and Challenges
22-23 December 2001

Situated alongside ancient trade routes, the Caspian region has historically
served as the crossroad of great civilizations. Within less than a decade
that followed the Soviet disintegration, this region has assumed
considerable strategic significance, attracting worldwide attention. At the
present juncture, the stability and development of this region are
threatened by competing economic, political, and strategic interests. It is
beset by a plethora of unresolved ethnic and political conflicts. In this
light, an evaluation of the impacts of various trends unfolding in the
region will invariably affect the future of interactions and regional or
international cooperation in this corner of the world.

In the context of its triadic objectives of disseminating international
relations literature, encouraging regional research and conducting studies
on the Islamic Republic of Iran's foreign policy, the Center for the Study
of Central Asia and the Caucasus at the Institute for Political and
International Studies will organize the Ninth International Seminar on
Central Asia and the Caucasus in 22-23 December 2001 in order to contribute
to the study of developments in the Caspian region.

Against this backdrop, interested observers, academics, and researchers are
invited to submit their articles on any of the following topics and
participate in this gathering.

Interested observers, researchers, and academics are hereby invited to
submit a one-page abstract on any of the foregoing topics to the Secretariat
of the Seminar by 22 November 2001.

Acceptance of the article abstract will be formally announced subsequent to
its receipt. Incoming articles will be evaluated by the Seminar's Screening
Committee.

Religions and Environment

Scholars are invited to submit titles and abstracts (about 150 words) of
papers to be presented in the Interdisciplinary conference on "Religions and
Environment" to be held on November 8-9, 2001 at the Florida International
University, Miami, Florida.

The conference is sponsored by the Religion Department of the Florida
International University, Miami and the Society of Indian Philosophy &
Religion.  The theme can be addressed critically, reflectively and creatively
by the philosophical, religious and scientific traditions of the World's great
civilizations.  The program will include plenary addresses, volunteered
papers, invited papers and panel discussions.  Registered participants who are
members of professional associations or societies are encouraged to
submit proposals for holding meetings in the conference on behalf of their
associations or societies.

The conference will also include sessions devoted to papers from graduate and
undergraduate students.  Papers may be from any discipline or may be
interdisciplinary but must deal with the conference theme.  Participants
should have a letter of endorsement sent by a faculty member, department chair
or some other appropriate person.

Hotel reservations during the conference have been made at the Ramada Crown
Hotel, 4041 Collins Avenue, Miami Beach.  The rate is $79 per night.
Conference participants may contact hotel (1-800-327-8163 by October 15) to
get this rate.

The deadline for submission of abstracts is October 15, 2001.  The advance
registration fee for the conference is $60 and on site registration fee is

AAASS Preconference:  Slavic Internet Resources: Getting up to Speed in
Three Short Hours

On Thursday, November 15th, from 9AM-12PM in the Tidewater Room of the Hyatt
Hotel, the Slavic Librarians from the Bibliography and Documentation
Committee will hold a preconference designed to acquaint Slavic scholars
with a variety of research resources available on-line.  The program and
demonstrations will include the basic techniques of preparing your computer
to handle special non-Roman character sets, using your browser's features to
organize your research, how and where to find information on diverse topics
including language and literature, politics and government, etc. and how to
make contact with scholars through various avenues of electronic
communication.  There will be opportunities for questions and answers during
the session.

We have available seating for up to 70 attendees, but we request that those

On 6-8 September 2001, Nukus (Republic of Uzbekistan, Karakalpakstan) the
internatioal conference, "Women of the Aral Sea: On the Boarders of
Centuries," will be held; dedicated to the ten year anniversary of the
independent women's magazine "Aral Kuzlari."

With the new century and the new millennium the world is moving ahead with
gigantic leaps, bringing with it new unbelievable discoveries everyday. The
Internet enveloped our planet and created a new virtual world. With the fall
of the USSR, many new countries emerged, including Uzbekistan.  This year,
Uzbekistan and Karakalpakstan are celebrating ten years of independence. The
path Uzbekistan has taken since independence has been a short but difficult
one. It has been a path that has affected the fate of the women primarily.
How are the lives of the women of the Aral Sea region fated? How are their
lives effected by the Aral Sea disaster? What is the role of modern
Karakalpak women in the social and political issues of the republic? These
are questions which we feel are extremely important because women are the
root of society. The government is trying to solve women's problems with
various methods. Through the initiative of Islam Karimov, the president of
the republic of Uzbekistan, 2001 was announced as the year of the "Woman and
Child." However, in our opinion, only women can solve their problems by
themselves. It is necessary to have a discussion on many different levels
for this, with information about the experiences of women from other
countries and concrete actions of women by themselves. One form of
discussing these issues is the mass media.

Currently in Karakalpakstan there is only one independent women's magazine
called "Aral Kuzlari," which will celebrate its ten-year anniversary this
year. This magazine can become the stage where the women can raise awareness
of women's problems in the Aral Sea region. All of these questions and
issues will be discussed at the international conference "Women of the Aral
Sea: On the Boarders of Centuries," dedicated to the ten year anniversary of
the magazine, "Aral Kuzlari."  The date of the conference is the 6th-8th of
September 2001.

The following topics will be discussed at the conference:
 - Women and Politics
 - Violence to Women
 - Women in the Market Economy
 - Women and Education
 - Women and the Mass Media and Perspectives of the independent magazine
   "Aral Kuzlari" development
 - Women and Family: a discussion of culture and traditions Women and Health

The topics will be discussed generally as a group and then in small group
sessions, where participants of the conference will have the opportunity to
work out concrete solutions to these issues. A summary of reports will be
accepted until 15th June 2001. Summaries should be no longer than two pages
on Microsoft Word 98, 12 point font, single spaced.

On 19 October 2001 the scientific community of Al-Farabi Kazakh State
National University will celebrate 70th jubilee of Kazakhstani scholar Dr.
Agyn Kassymzhanov.  An International conference "21st century: Time of
Comprehension of Great Traditions" will be organized on October 19-20 2001
in Al-Farabi Kazakh State National University in Almaty as a part of this
event.

The requirements for the papers

Papers no longer than 8 pages should be submitted on diskette with
determination of file name in Microsoft Word (Times New Roman, Font 14,
with single spacing, for Russian -- Times New Roman Cyr, for Kazakh -- Times
Kaz, Font 13, format RTF). The list of citation should be placed at the end
of paper. On the application form authors should give a name, address, place
of job\study, office and home phone numbers. Abstracts should reflect main
content of paper and be not longer than 6-7 lines.

The deadline for papers is as soon as possible, but not later than September
1, 2001.


Dr. Agyn Kassymzhanov, well-known scholar, is one of the first Soviet
Philosophers who studied legacy of al-Farabi. First translations of
al-Farabi books into Russian were published under his supervision. Agyn
Kassymzhanov was one of the first Kazakh professors who established
Kazakhstani School of philosophy. He left significant philosophical impact
in the areas of national and foreign history of philosophy, theory of
epistemology and dialectic, philosophy of science, steppe civilization and
spiritual legacy of Kazakh people.  He was one of initiators and organizers
of International conference, devoted to 1100-years jubilee of al-Farabi
(Moscow-Alma-Ata-Baghdad) in 1975.  In 1996-1997 Oklahoma State University
invited him as a Fulbright visiting scholar to teach a new course entitled
"The introduction to the Central Asia Study" for American students.  In 1999
Dr. Kassymzhanov with the Foundation of Ebbert conducted the presentation of
the book of Dr. Rufolf. al-Maturidi and Sunni theology in Samarkand.  In
2000 he published his last project, the book "The Portraits, The Steppe by
the Point of View of Outsiders: from Herodotus to Humboldt".  Over 25 years
of his activity were connected with Kazakh national University. He graduated
from this school, grew from assistant professor to head of department,
director of the institute of professor training, dean of Philosophy
Department, director of al-Farabi Center.  He conducted the research of 7
Doctors of Sciences and more than 70 Candidate of Sciences.  He organized 8
summer philosophy school for junior scholars.

Al-Farabi Center

Republican research and methodical al-Farabi center was established in 1993.

Center is conducting a various researches of legacy of al-Farabi, his impact
on the Eastern culture, and Kazakh spiritual culture.

Center is a sub-department of Kazakh National University named after al-Farabi.

The Symposium will be co-hosted by the Department of Politics and the School

The Symposium is held in association with the British East-West Centre,

The strategic area of Central Asia has undergone a profound transformation
in the first decade of its independence. The implications of geopolitical
change in this new world region, housing over 300 million inhabitants and

years after the collapse of the Soviet Union, the timely Edinburgh Symposium
will:

 - provide a multidisciplinary assessment of a region of growing political
   and economic importance;

The Fifth FEL Conference
ENDANGERED LANGUAGES AND THE MEDIA
Agadir, Morocco: 20-23 September 2001

Among the most powerful instruments of the process we have come to know as
globalization are the mass media. Through the written and spoken word, the
world's mass media, their ownership increasingly concentrated, exercise a
strong influence on all but the very remotest of the world's languages. And
the pattern of use and control of the world's press and broadcasting has
shifted even faster than the shrinking of the world's minority languages.

The venue for this year's conference, our first outside the English-speaking
world, is the coastal city of Agadir, Morocco. Our conference programme
gives an opportunity to exchange ideas and experience on this challenging
topic with people of diverse cultures and backgrounds, as well as to explore
the city, the beaches (swimming possible until late autumn) and the
hinterland. Situated on the Atlantic Ocean, within reach of the Sahara,
Agadir and its surroundings are fascinating in terms of history, culture and
nature (with unique bird reserves).

This conference welcomes everyone with an interest in and concern for the
use of endangered and minority languages in the printed, broadcast and
electronic media. We are inviting not only academic researchers in the
fields of endangered languages and media studies, but also media
professionals and practising journalists, and of course native speakers of
endangered languages. With that in mind we are offering a 25% discount on
the registration fee for journalists from any country who can produce proof
of their status (journalists' union card, press card &c.) when registering
for the conference.

CONFERENCE SCOPE AND AIMS
What exactly is the relationship between the globalization of the media and
increased pressure on minority languages? Is there a hopeful side, as the
cost and technology bases of the media are revolutionized?

The fifth international conference of the Foundation for Endangered
Languages aims to pinpoint the processes and seek new tactics for coping
with them: hoping, at the very least, to channel some of the power of the
media for the good of small languages, and put forward tentative answers to
many pending questions.

continent in the world.  A particular feature of FEL conferences is that
there are no concurrent sessions, so that a common spirit is built up among
all the participants. As a result, our conferences usually develop into

In memory of 100th anniversary of the birth of the late Professor Han Rulin,
the outstanding Chinese scholar of Mongol-Yuan studies, Nanjing University,
the Institute of Political Sciences of the Chinese Academy of Social
Sciences, the Normal College of Hong Kong and the Chinese National Society
of Mongol-Yuan Studies, are going to organize an "International Conference
on Mongol-Yuan Studies" jointly.

Year 2001, Year of Dialogue among Civilizations

On the occasion of the designation of year 2001 as the year of "Dialogue
among Civilizations", Center for Documents and Diplomatic History of the
Iranian Foreign Ministry and University of Sociology of Bishkek are planning
to set up a conference entitled "Central Asia: Yesterday, Today, Tomorrow"
in 26-27 September 2001 in Bishkek, Kyrgyzstan.  Inspired by the ideas of
the presidents of both countries, this event occurs with respect to the 10th
year of the independence of Central Asian countries and with the subject of

Call for papers for a conference on "Improving Women's Rights and
Responsible Parenthood in Uzbekistan" to be held in Tashkent, Uzbekistan on
18-19 October 2001.

The conference is organized under the auspices of IREX (International

Any area of social sciences or humanities research that focuses on gender
issues is welcomed. In particular, research focusing on women's poverty,
reproductive health and reproductive rights, reproductive behavior, sex
education, gender-based discrimination and violence, the role of women in
economic development are encouraged.

Participants wishing to present a paper are asked to submit a 2-page

GEOPOLITICS OF CENTRAL ASIA
IN THE POST-COLD WAR ERA:
A SYSTEMIC ANALYSIS

After the collapse of the Soviet Union in 1991, Caspian Sea energy basin
became major topic in the international system. Although until 1997 the
great powers did not deal with the region in a radical way, today especially
three poles, the United States / European Union - Russia - China, are in a
diplomatic conflict to determine basic principles of post-Cold War period
and members of the poles. The United States and European Union pole has
tried to encourage realization of democratic and economic reforms in the
Caspian Sea region and integration of Central Asian and Caucasian states to
the world community. For Russian politicians Russia and Commonwealth of
Independent States will together create a pole in the multi-polar system.
However although it appears as the Russian strategic partner, China has
pursued different policy toward the Central Asia that is contrary to the
interests of both the United States and Russia. Result of the diplomatic
confrontation among the great powers is of great importance for
understanding major parameters of new world order in the 21st century.

Therefore we, Dr. Ertan Efegil, Dr. Ercan Sancakli and Dr. Meryem Kirimli,
have intended to publish an edit book, which will answer the following
questions:

1-  How feasible is the notion that the Russian Federation can integrate with
    the European Union?
    A - Economic Dimension,
    B - Political Dimension,
    C - Military Dimension
2-  Can Russia expand its barriers against Turkey's influence in the Central
    Asian region?
3-  Can Turkey forge and expand barriers against Russia's influence in
    Central Asia?
4-  To what extent have the five Turkic states become Turkey's "near abroad"?
5-  Is the continuation of periodic bilateral tensions between Russia and
    Turkey set to continue in the 21st Century?
6-  From the point of view of globalization, can any form of substantial
    multilateral cooperation emerge between Russia, China, the three
    Transcaucasian states, and the five Central Asian states?
7-  Is the establishment of a "United States of Turkish Republics" possible?
    If so, what are the basic parameters for such a kind of Union, particularly
    with regard to religion, ethnicity, nationality, economy, commerce, the
    military, or security concerns?
8-  In the foreseeable future, what kind of balance of power will emerge in
    the international system? What are the probable outcomes of a possible
    "great competition" between China, Russia and the USA/EU blocks and its
    impact on the new world order? Where is the place of Turkey and the five
    Central Asian States in this configuration?
9-  What is the geopolitical importance of Central Asia in the post-cold war
    international system?
10- At the systemic level, is any form of global cooperation between Russia
    and the United States possible? To what extent will the "Islamic problem",
    or the global economy figure in this equation?
11- What are the primary geopolitical aims of the EU/USA blocks in the
    formation of a new world order? How will these primary aims effect Turkey?
12- Will Turkey's cultural, economic and political influence in the Eurasia
    decline or increase in the 21st century?

You are cordially invited to a forum on Environmental Issues in the Caspian
Basin sponsored by ISAR: Initiative for Social Action and Renewal in
Eurasia.  ISAR, a nonprofit organization based in Washington, DC, has been
working in the Caspian Basin for the past two and a half years, bringing
together Caspian nongovernmental organizations (NGOs) as they work to
address regional environmental problems in the basin.

As the world focuses its attention on oil and gas reserves in the Caspian
region, environmental issues have been largely ignored.  However, a growing
group of local and international activists, scientists, funders and policy
makers are turning their attention to environmental concerns including the
role of nongovernmental organizations and other community-based groups in
addressing local problems, threats to sturgeon, seals and other species
native to the Caspian basin, and regional efforts to join governmental and
nongovernmental actors in the region.

invites scholars to submit proposals for a three day workshop on the topic of:

SYMBOLIC AND PRACTICAL DIMENSIONS OF THE TERRITORIAL DISCOURSE
IN THE MIDDLE EAST: A COMPARATIVE ANALYSIS

to be held at the:
European University Institute Florence, December 16-19th, 2001.

The object of the workshop is to establish a network of scholars who will
examine notions of territory as they relate to the Middle East. Drawing on
the cultural and political definitions of territory as they are commonly
expressed as part of the western geographical discourse, the aim of the
workshop will be to examine the existence of contending or simply different
definitions in a region which has experienced different cultural and
political influences. Particular focus will be given to the symbolic
dimensions of territory, as expressed through religious and cultural
attachment to place and space, as well as the political and tangible
dimensions of territory which are normally expressed through territorial
compartmentalization and the modern State system.

The impact of globalization has resulted in a rethinking of many of the
western paradigms relating to the territorial dimension in social and
political analysis. In particular, notions of territorial fixation and State
boundaries are being questioned as the normative framework for understanding
the functioning and sovereignty of the modern State. European notions of the
territorial -- Westphalian -- nation State, which were exported to other
cultural regions, such as Asia and Africa, as part of the colonial and
imperial enterprises are now being brought into question within the European
heartland itself. In regions, such as the Middle East, where such notions
were forcefully superimposed upon  local cultures or otherwise fused with
local understandings of such concepts, it is not clear to what extent the
so-called impact of globalization and "boundary openings" is relevant to
contemporary political discourse.

The objective of the first workshop will be to determine the main themes to
be analysed in greater depth in future meetings. Territory will be examined
from both the concrete/tangible and symbolic/ abstract dimensions as it
relates to both European/Christian and Middle Eastern/Islamic political
traditions. This requires bringing together 8-10 scholars from the wider
field of critical geopolitics, cultural studies and historical geography,
some of whom will deal with the wider issues relating to the influence of
culture and religion on territorial politics, others dealing specifically
with the influence -- past and present -- of various Islamic value systems on
notions of territory and the way that this is translated into contemporary
political discourse of both States and individuals.

The project coordinator is Professor David Newman of the Department of
Politics and Government at Ben Gurion University in Israel, and editor of
the journal, Geopolitics, in which papers presented at the workshop will be
peer reviewed and prepared for publication.

The workshop will open with a keynote lecture dealing with the influence of
culture and religion on the political dimensions of territory.

Other sessions would deal with the following topics:
 - Space and Place in Islamic, Christian and Jewish traditions
 - Political territory and the State in the Middle East
 - Boundaries and their imposition in non-European cultures
 - The impact of globalization on Boundaries and Territory in the Middle East

Each session will last for a full three hours and will have two in depth
presentations and ample time for discussion.

At the end of the workshop, specific research agendas will be drawn up for
each of the four topics, with an aim at creating a network of scholars who
will explore these issues in greater detail over the subsequent two-year
period.

The first workshop will be held on 16-19 December 2001, at the European
University Institute in Florence.  Interested participants should submit a
one-page abstract of their proposed paper, together with a short version of
their CV, no later than 26th June 2001. Applications can be sent via email

University, Japan) jointly announce a global conference to be held in Namche
Bazar on Dec. 5 - 8, 2002. If you are interest in co-sponsoring this event,

Location:

Namche Bazar (3450 m) is the gateway to Sagarmatha National Park, 4-5 days
from Everest Base Camp. It is accessible by air, generally by way of Lukla
airstrip, one and a half days below Namche. We will also organize treks from
the trailhead at Jiri; this trek takes 9 or 10 days, and we will depart from
Kathmandu on Nov. 24.

Focus:

Presentations and workshops will cover a range of topics, according to the
interests of participants. These may range from high altitude waste disposal
to the viability of introducing South American camelids (llamas and alpacas)
in other mountain environments. However, special attention will be given to
the role of parks in mountain ecotourism. We should take advantage of the
expert opinion of the local people as well as their guests (trekkers and
mountaineers) in considering the experience of Sagarmatha National Park. We
will also hear reports from other parks, both in Nepal and around the world:
our intention is to generate results that will be useful to Sagarmatha
stakeholders and to stakeholders in all remote mountain ecotourism
destinations.

Registration fees will be as follows:

Anthropology in the Middle East: Gendered Perspectives

Unlike the Anglo-American and French academic traditions, where
anthropological research on the Middle East has generally been encouraged,
the production of knowledge on the region has been the main preserve of
historians and Islamic scientists in Germany. This raises questions about
the position of anthropological studies of the Middle East and North Africa
in German academic life. How did the two disciplines of anthropology and
Middle East studies develop historically without hardly ever overlapping?
And how do individual researchers combine theoretical and methodological
knowledge with their regional specialisation? This workshop explicitly aims
at bringing together anthropologists who work on the Middle East and North
Africa, from Germany and abroad.

We would like to invite reseachers who are interested to present their work
through a gender-aware perspective. We believe that gender relations provide
a particularly useful lens through which to describe and analyse the
changing life-worlds of women and men. These worlds are embedded in social,
economic and political transformation in the region and in large-scale
transnational and global processes.

The workshop is set within the context of the themes of "translocality" and
the "public sphere", two lines of research which shape a diverse variety of
research projects at the Centre for Modern Oriental Studies in Berlin. We do
not expect to exhaust these broad subjects, but to provide a forum for their
exploration, focussing on three main themes:

1. Locating Anthropology in the Middle East

This session shall give room to explore the historical and actual
involvement of anthropological endeavours in the Middle East. In an
increasingly globalised world the practice of fieldwork and the researcher's
identities have been questioned and re-conceptualised. We would like to
encourage discussions  which explore this challenge of coming to terms with
the changed context of ethnographic work in Middle East societies which
become more and more deterritorialised.

2. Transnational/Translocal Agency and the (Re-)construction of Gender
Relations

In this panel we would like to focus on the changes and continuities in
gender systems within the context of ongoing mobility and the emergence of
transnational and translocal communities. Several questions might be
addressed: How can migration experiences reinforce or loosen gender
asymmetries? How are local gender identities redefined and reconstructed in
globalised, de-territorialised contexts? How are political, social or
religious movements linked transnationally and how are they gendered?

3. Gender and the Public Sphere

Recent research on Middle East societies has challenged the notion that
social worlds of men and women are reducible to spheres of "private" and
"public" with power limited to men in the public arena. We would like to
challenge the usefulness of a public-private distinction for the
understanding of contemporary women's lives in the Middle East. Questions
may include: How do activities taking place in private interfere with or
influence public life and vice versa? Is the distinction between "public and
private space" synonymous with that between "public and private life"? How
would a definition of public and private need to be formulated in order to
remain flexible to cultural variation? Can we talk of the emergence of
transnational public spheres?

We are looking for active participants who would like to present a paper
themselves or act as discussant. If you would like to participate, please
inform us by 31st of May 2001. If you want to submit a paper, please do also
send us a preliminary title and a brief outline of one to two pages as well
as two or three sentences about yourself (studies, current occupation).
Contributions should be in English and must be submitted in written form by
October 15th.

The workshop will take place on the premises of the Centre for Modern
Oriental Studies, Kirchweg 33, Berlin  Nikolassee, from Friday afternoon,
30th November to Sunday lunchtime 2nd of December. There will be limited
funding available to cover travel expenses and accommodation for conference
participants. However, we encourage you to seek alternative funding where
possible.

On September 21, 2001 the International scientific and practical conference
Issues of Science, Education, and Culture at the Threshold of the 21st
Century devoted to the 50th jubilee of Osh State University will take place.

The conference will be held in the following areas:
1. Social and Humanitarian Sciences
2. Philological Sciences
3. Physics and Mathematics Sciences
4. Natural and Geography Sciences
5. Innovative Methods and Modern Technology in Education

To participate in the conference it is necessary to send by post or to hand
in by August 20 the following:

1. A report in the form of a scientific article of no more than 7 pages in
   size typed on a diskette 3,5 and on the white paper of A4 format
(printed by
   a laser printer) and prepared for publication (according to the
   below-mentioned rules).  The file name on the diskette is required to be
   named by the name of the first author.  The reports can also be sent by
E-mail.
2. Application (according to the form attached) for participation in the
   conference

Requirements to arranging of the reports

The reports should be typed in Times New Roman Cyr font (in case the reports
are in Kyrgyz they should be in Menchik Text), size 14, in any of the
following formats:

Microsoft Office: Word 2,0 - 7,0 for Windows 3.x/98 NT; Word Perfect for
Windows; (Word 95 for Windows 98/NT is the most preferable).  The margins on
top, at the bottom, on the right and on the left should be by 2,5 sm.; space
between lines should be 1,5.

"ARMENIAN CONSTANTINOPLE" CONFERENCE AT UCLA IN MAY

UCLA--The eighth in the series of international conferences on historic
Armenian cities and provinces will be held in Dickson Auditorium the UCLA
campus on Saturday and Sunday, May 19-20. Armenian Constantinople will be
featured, with the participation of scholars from Armenia, Argentina,
Canada, England, France, Turkey, and the United States. According to
conference organizer Professor Richard Hovannisian, the Saturday sessions
from 9:30 a.m. to 6:00 p.m. are devoted to the Armenian presence in
Constantinople from Byzantine times to the nineteenth century. The Sunday
sessions from 10 a.m. to 6:00 p.m. concentrate on the nineteenth and
twentieth centuries.  The Sunday morning session only will be conducted in
the Armenian language with five presentations, including three by scholars
from Armenia.

The conference is sponsored by the Armenian Educational Foundation Chair in
Modern Armenian History in cooperation with the UCLA International Studies
and Overseas Programs; Division of Social Sciences; Center for European and
Russian Studies; and the Department of History; as well as the Organization
of Istanbul Armenians.

"We are thankful to the scholars and gratified by the appreciative public
who together have made this series truly exceptional," said AEF Chairholder
Richard Hovannisian.  "Constantinople was the largest and most important
Armenian center in the Ottoman Empire, and it is appropriate that after
focusing on the provinces of historic Armenia, we should explore the rich
heritage of Armenian Bolis."  The preceding conferences in this series have
been on Van/Vaspurakan; Baghesh/Bitlis and Taron/Mush; Tsopk/Kharpert;
Karin/Erzerum; Sebastia/Sivas; Tigranakert/Diarbekir and Edessa/Urfa; and
Cilicia.  The next in the series on November 10-11, 2001, will feature
Kars, Ani, and the Black Sea Communities.

The conference proceedings are being edited and published. The first,
"ArmenianVan/Vaspurakan" is now available, and "Armenian Baghesh/Bitlis and
Taron/Mush" will be released during the summer. The others will follow.

The Armenian Constantinople conference is open to the public at no charge.

ONE-DAY CONFERENCE: "UYGHURS in TWENTY-FIRST CENTURY"

A conference titled the "Uyghurs in Twenty-first Century" will be held on
May 26, 2001, in Washington, DC.  The purpose of the conference is to
provide a forum for discussing issues and problems which will have great
impact on the future of Uyghurs.  A variety of topics related to the current
situation and future of Uyghurs can be presented.

A general list of suggested topics:

 - China's "Western Development Plan"
 - The Gas Pipeline
 - Social issues in today's Uyghur society
 - Challenge for the exiled Uyghur community
 - Central Asian Uyghurs: Their role
 - Internet and Uyghurs
 - Human Rights
 - Religion
 - Education

We are seeking papers from western scholars, Uyghurs, graduate or
undergraduate students and others.  This conference will be restricted to
scientific studies only, therefore, all the presentations need to be
approached scientifically.  (For people who are interested in activism
aspect, we can arrange a different gathering on the next day, May 27.)

Speakers may present whatever they find or think, even things you think we
may not like to hear.  Each speaker will be given no more than 30 minutes
including question times.

Unfortunately, we are not able to cover the travel expenses of the
presenters and participants, but, we will cover the conference fee.

The International Year of Volunteers 2001 (IYV 2001) Regional Conference
for Central Asia and the Newly Independent States, will take place in
Almaty, Kazakhstan on 10-11 May 2001.

As the focal point for the Year designated by the United Nations General
Assembly, United Nations Volunteers has been organizing a series of
regional conferences aimed at supporting countries to maximize the
opportunities IYV 2001 offers to foster volunteer activity. The aims of
these conferences is to bring together representatives from governments,
volunteer organizations, academia and mass media who share a common
interest in strengthening the recognition, promotion, facilitation and
networking of volunteers.

The IYV 2001 Conference in Almaty will focus on fostering a dialogue on
ways in which governments in the region can strengthen volunteer activity.
This input will contribute to the United Nations General Assembly plenary
on volunteering at the end of 2001, where the Report of UN Secretary
General Kofi Annan containing recommendations on government support for
volunteer activity will be discussed.

must be edited scientifically, stylistic, technical and have no the
information for limited distribution.  Notes at the end of text in order of
appearance.  The report ought to have a summary (4-5 sentences).

The publication of conference materials will be done by the H.A.B. of the
Republic of Kazakhstan, before the beginning of the conference.

The post-graduate students of the School of Slavonic and East European
Studies with the full support of the academic staff are organising an
interdisciplinary conference, Faith, Dope and Charity. Purity and Danger in
East European Politics and Culture. The conference is intended to continue
the tradition started with the post-graduate conference 'Between the Bloc
and the Hard Place', London 1999 and 'Eastern and Central Europe: Lessons
from the Past, Prospects for the Future', Warsaw, 2000.

The objectives of the conference are: to examine the persistence of

Enlightenment idiom in contemporary political discourses; to examine the
notions of orthodoxy, heresy and heterodoxy in politics and culture; the
changing meaning of morality; to examine boundaries and mentalités.

The conference aims to provoke discussion on changes in Central and Eastern
Europe including the former Soviet Union in a primarily student-led academic
setting. Our aim is to provide young researchers with a chance to establish
contacts within Europe, Central Asia, North America and beyond. The
conference is primarily directed towards research students working in the
humanities and social sciences. We expect the audience to comprise both
post-graduate students and university teachers. Members of the diplomatic
corps and various media representing the region will be invited to participate.

William Maley

"The Dilemmas of Assistance to Afghanistan"

The recent destruction of the Buddha Statues by the Taliban, and the current
Afghan refugee flows as a result of the drought, famine, and conflict have
highlighted Afghanistan once again. Moreover, US national security concerns
such as terrorism and narcotics loom large as well. Yet the international
community is in a quandary over means of assisting the Afghan people,
without bolstering the Taliban.

Dr. Maley has a long-standing interest in Afghan politics, and is a regular
visitor to the region. He has co-authored Regime Change in Afghanistan:
Foreign Intervention and the Politics of Legitimacy, 1991. Dr. Maley has
also edited Fundamentalism Reborn? Afghanistan and the Taliban, 1998 and The
Soviet Withdrawal from Afghanistan, 1989. In addition, Dr. Maley has been
published in a wide-range of scholarly journals as well as written many
chapters in a number of books. Topics include: Refugee Issues, Foreign
Policy of the Taliban, International Humanitarian Law, as well as State and
Civil Society in the USSR.

Dr. Maley has served as a Visiting Research Fellow at Oxford University, he
is also a Barrister of the High Court of Australia, a member of the Foreign
Affairs Council, and Chairman of the Refugee Council of Australia.

We are honored to invite you to participate in the International Conference
"International Relations for Developing Economic and Social Process in the
CIS", June 7-8, 2001 in Omsk, Russian Federation.

The peace and security in CIS are intricately connected to economic
prosperity and political stability, which has been growing in recent years
but could be disrupted at any time by external and internal forces.

This International Conference will bring together alumni of BECA Programs,
governmental officials, independent foreign and local experts, mass media
leaders, specialists in Foreign Policy, Diplomacy, International Law and
International Human Rights, Social, Political and Economic Sciences, Civic
Education, Comparative and International Education, teachers working on

development in Russia, to investigate and study International Relations in

Centrality and Plurality: Philosophy, Spirituality and Civil Society on the
Silk Road

Civilisational interaction,  processes of globalization and universalisation
of local cultures, and the joint efforts for the implementation of field
based studies are the first steps towards the establishment of a structural
and functional civil society in Central Asia.  Because the world is facing
the challenges of a single global culture (both nomadic and sedentary),
scientific and religious experts would like to invite you to an
international round table on the above mentioned topic. In the light of
these reflections, proposals are invited on the following four themes:

 - Inter-culturalism at the crossroads of pre-global world civilisations
 - Intra-religious dialogue conceived as a paramount dimension of
   interactions with inter-religious dialogue
 - The emergence and convergence of plural societies and mixed cultures
 - The impact of post-thought on the development of civil society in Central
   Asia

It is hoped that a major outcome of this round table will be the creation of
chairs in Intercultural Ethnic Civilisation and Ecology/New Information
Technologies, to interact with the existing network of chairs in
Inter-religious Dialogue and The Consolidation of Democracy.  The forum will
be hosted by the recently-formed East-West-North-South International
Committee on Philosophy, Spirituality and Civil Society (EWNSIC).  It will
take place on 1-12 November 2001 in Astana, Kazakhstan. This round table
will be followed by a symposium of chairs to formulate a framework for
further intercultural projects in 2002.

Please submit abstracts (1 page) to the Organising Committee of EWNSIC, at

we have a list of confirmed speakers.

CALL FOR ABSTRACTS

Among the most powerful instruments of the process we have come to know as
"globalization" are the mass media. Through the medium of the written and
spoken word, the increasingly concentrated ownership of the world's mass
media exercises a strong influence on the hearts and minds of all but the
very remotest of the world's languages. The pattern of use and control of
the world's press and broadcasting has shifted even faster than the speed of
shrinkage of the world's minority languages.

What exactly is the relationship between the globalization of the media and
increased pressure on minority languages? Is there a hopeful side, as the
cost and technology bases of the media are revolutionized? The fifth
international conference of the Foundation for Endangered Languages aims to
pinpoint the processes and seek new tactics for coping with them: hoping, at
the very least, to channel some of the power of the media for the good of
small languages.

We hope to find answers to many questions, not all of them obvious.  For
example:
 - What effect does the global availability of satellite broadcasting have
   on the world's smaller languages?
 - What is the meaning of a free press if some languages are denied a voice
   in it?
 - Must the Internet inevitably exclude smaller languages from access to the
   electronic media, or is it ultimately a force for diversity?
 - Is a big fashionable metropolitan language always the guarantee of
   commercial success in the music recording industry?
 - How can speakers of minority languages get access to training in
   journalism?
 - Is it the state's responsibility to subsidize broadcasting in minority
   languages? Why?
 - What happens when emigrant communities abroad are better served by media
   in their new country than those from their old home?

To seek answers to these and other questions, the Foundation for Endangered
Languages hereby calls for papers to be presented at its fifth conference,
'Endangered Languages and the Media', planned for the University of Agadir,
Morocco, for 21-24 September 2001.

It is no coincidence that we choose this venue for the conference, at the
heart of one of the most promising regions of Morocco in terms of economic
activity, but also in terms of intellectual activity trying to come to terms
with the identity crisis that faces most North Africans. In Agadir, as in
most of Morocco and North Africa, the streets echo with a polyphony of local
and foreign languages: Tashelhit (Southern Amazigh, known as Berber), Darija
(Moroccan Arabic), as well as Standard Arabic, French, Spanish, English and
the occasional note of German, Italian or Japanese.

Agadir, on the Atlantic coast of southern Morocco, has great sweeping
beaches but none of the nondescript high rise blocks of the Mediterranean
beach resorts. For those interested in wildlife, in September the River Sous
can provide a rich variety of migrating seabirds and waders. The river
valley itself is one of the most famous ornithological regions in the
country. Agadir was first settled by Hanno, a Carthaginian explorer on his
way south round Africa in the 5th century BC. 2000 years later, ca 1500, it
was re-founded as a Portuguese staging-post for more sustained
circumnavigation. It came under Moroccan rule around 1536.

We invite contributions not only from the academic disciplines of
linguistics and media studies, but also from active practitioners in the
field - those with first-hand experience from which we can learn of the
world's threatened languages and their struggle for survival and equal
status with those of international communication in the ether and on the
printed page. We have much to learn from each other, and we invite you to
share your knowledge and experience with us in the beautiful setting of an
ancient city that has long been at the crossroads of communication between
Europe and Africa. The conference will also provide ample opportunity to
explore the surrounding area as well.

The Foundation for Endangered Languages is a registered charity in England
and Wales. FEL conferences, besides being opportunities to discuss the
issues from a global viewpoint, are working meetings of the Foundation,
defining our overall policy for future years. Participants at the conference
therefore, unless offering media coverage, need to be members of the
Foundation.  There are full facilities to join on arrival, but all proposers
are strongly urged to join as soon as possible, and so take full part in the
Foundation's activities in the lead-up to the conference.

Presentations will last twenty minutes each, with a further ten minutes for
discussion.  Authors will be expected to submit a written paper for
publication in the Proceedings well in advance of the conference.  All
presentations should be accessible largely in English, but use of the
languages of interest, for quotation or exemplification, may well be
appropriate.

 - All articles must meet the subject and themes of Conference
 - Articles must be printed in the Microsoft Word, by two line spacing in
   the Times New Roman font
 - Articles not must exceed 15 pages, including tables and pictures

The 4 hard copies of articles and electronic version must be submitted no
later than 1 May 2001. Electronic versions will be accepted.

The articles will be selected by the Editorial Board of Conference and
authors of selected articles will be informed by e-mail, fax.

After the conference, there will be cultural program: visit to historical
sites Bukhara and Samarqand. Price of cultural program:

SECOND ANNUAL CONFERENCE OF THE CENTRAL EURASIAN STUDIES SOCIETY

October 11-14, 2001

The SOCIETY FOR CENTRAL EURASIAN STUDIES in conjunction with the Department
of Languages and Cultures of Asia, the Central Asian Studies Program, and
the Center for Russia, East Europe, and Central Asia at the University of
Wisconsin-Madison is pleased to announce the convening of the second annual
meeting of the Central Eurasian Studies Society.  This annual conference of
the Central Eurasian Studies Society replaces the earlier annual Workshop on
Central Asian Studies.

We would like to request submission of paper proposals, and proposals for
pre-organized panels, that concern Central Asian and Central Eurasian
studies. These include: history, languages, cultures, and modern states and
societies of the Turkic, Mongolian, Iranian, Caucasian, Tibetan and other
peoples of the Black Sea region, the Crimea, the Caucasus, the Middle Volga
region, Central and Inner Asia and Siberia, and teaching and research about
these topics and areas.

SUBMISSION OF ABSTRACTS

Participants wishing to present a paper are asked to submit an abstract of
150-250 words, and conference registration by May 15, 2001, using the form
and response information below.  Pre-organized panels sponsored by scholarly
organizations related to any part of Central Eurasia are welcome.
Confirmation of paper or panel acceptance will be available by July 1, 2001.
We will do our best to accommodate proposals for papers after that date,
but we do wish to encourage early submissions.

CONFERENCE INFORMATION

Arrival is Thursday, October 11 afternoon/evening and departure is Sunday,
October 14 at noon.  The keynote speaker(s), the registration fee, and
additional details concerning the program will be announced at a later date.
(There is usually an informal gathering on Thursday evening and the program
begins on Friday.)  Registration/meetings will take place at the Lowell
Center at the University of Wisconsin, Madison. Some meetings will also take
place on campus near by.  Hotel registration information is available at the
end of this message.

The goal of the annual Workshop on Central Asian Studies (established in
1996) was to offer an opportunity for scholars, institutions, and
organizations interested in the Central Asian field to meet annually to
discuss how we research, teach, and coordinate efforts in the Central Asian
field.  One result of this series of annual meetings was an effort during
the fourth annual workshop in 1999 to establish a new scholarly society
known as the Central Eurasian Studies Society.  This new society held its
first annual meeting in conjunction with the fifth annual workshop in 2000,
and held its first elections soon after. Information on the CESS follows.

THE CENTRAL EURASIAN STUDIES SOCIETY

The Central Eurasian Studies Society (CESS) is a private, non-political,
non-profit, U.S.-based organization of scholars who are interested in the
study of Central Eurasia, and its history, languages, cultures, and modern
states and societies.  We define the Central Eurasian region broadly to
include Turkic, Mongolian, Iranian, Caucasian, Tibetan and other peoples.
Geographically, Central Eurasia extends from of the Black Sea region, the
Crimea, and the Caucasus in the west, through the Middle Volga region,
Afghanistan, Central and Inner Asia, and on to and southeastern Siberia,
Mongolia and Tibet in the east.

The Central Eurasian Studies Society's purpose is to promote high standards
of research and teaching, and to foster communication among scholars through
meetings and publications.  The Society works to facilitate interaction
among senior, established scholars, junior scholars, graduate students, and
unaffiliated scholars in North America and throughout the world.  We hold an
Annual Conference, and coordinate panels at various conferences relevant to
Central Eurasian studies.  The Society also works to promote the publication
of peer-reviewed scholarship and other information essential to the building
the field.  As soon as practicable, we plan to begin publishing, twice
annually, a bulletin that focuses on research reports, book reviews,
information on the current state of the field worldwide, and related topics.

We invite anyone who shares these interests to become a member and
participate in our activities.
