AIUSA's network of Country Specialists monitor the political situation in a country, collaborate with research teams at the International Secretariat in London, work closely with the members of AIUSA in developing and planning strategies to promote human rights actions in relevant countries, and serve as spokespersons on the relevant country for the organization. Ideal candidates have a combination of country expertise, relevant academic background, language abilities and Amnesty International or other human rights activist experience. The time required for Country Specialist positions averages 10 hours per week, and members are asked for a minimum two year commitment. Country Specialists work out of their homes or offices in the US and the position is unpaid. AI related expenses are compensated. Currently, we are looking for volunteers with expertise on Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, who can help us raise concerns about violations of the rights to freedom of religion, expression, association, and assembly. It was born out of a project on tolerance education and conflict transformation launched by the United Nations High Commissioner for Refugees in Southern Kyrgyzstan in March 1996. Realizing the broader needs of the cross-border communities of the Ferghana Valley, FTI was then established as an independent NGO in 1998. Ever since that date, the organization has been expanding its work to prevent and resolve conflicts in Central Asia. Originally concentrating its projects on horizontal interethnic conflicts in the Ferghana Valley, FTI then adapted to the changing political context and began to address vertical conflicts between the population and state authorities on the whole Kyrgyz territory. It has also become engaged at the global level by taking on the role of Regional Coordinator in Central Asia for the Global Partnership for the Prevention of Armed Conflict. The organization is composed of a Head Office located in Bishkek and four regional offices located in the Southern Kyrgyzstan cities of Osh, Batken, Aksy and Leilek, at the borders of Uzbekistan and Tajikistan. Today, FTI stands as one of the largest and most experienced Central Asian NGOs working explicitly to prevent and resolve conflict in the region. FTI International Volunteer Program FTI has been involving international volunteers in all aspects of its work for a number of years. So far, it has worked with volunteers from countries such as the United States, the United Kingdom, Italy, Japan, the Netherlands, Belgium and France. Every year, one to two international volunteers are selected to work at one of FTI's five offices. Upon arrival, the volunteer gets familiar with the office, the organization and its activities, and then chooses a specific direction to work on and proposes a specific plan of activities. FTI international volunteer program has been extremely successful and has significantly contributed to the development of the organization as well as to the professional development of its volunteers. General Tasks and Responsibilities of the International Volunteer - Developing new initiatives to assist with programmatic, institutional and organizational development. - Conducting substantial research addressing an issue of mutual interest to FTI and the volunteer. - Editing and assisting with the development and improvement of grant proposals, reports and communication materials in English. - Public relations duties: assisting staff with fundraising and external communication to donors and international partners, searching for new partners and potential donors - Contributing to the maintenance and updating of the English version of the website. - Conducting English lessons for some members of the staff. Qualifications and Skills - Be currently enrolled or having recently completed an undergraduate, graduate or post-graduate degree in a field related to FTI work, such as International Relations, Political Science, Law (Note: Other educational or professional backgrounds will also be considered, depending on the candidate's motivations. Candidates with particular qualifications or experience in organizational capacity-building are strongly encouraged to apply). - Excellent knowledge of English and preferably a good knowledge of Russian (but very good candidates with no Russian knowledge may also be considered). - Excellent organizational skills. - Excellent analytical, research and writing skills. - Excellent communication skills. - Good computer skills (excellent computer skills would be particularly valued). - Be able to work both independently and as part of a team, and having a strong sense of initiative. - Willingness to volunteer at FTI for a minimum term of six months is desired (although shorter periods of time will be considered). Additional Information Please note that unfortunately, FTI is unable to provide any financial compensation. Posted by: Richard Dion <richardrdionyahoo.com> Posted: 3 Mar 2008 INTERNSHIP- Savitsky Karakalpak State Art Museum, Nukus, Uzbekistan The Friends of the Nukus Museum Foundation (FoNM, The Netherlands) is looking for two interested persons to spend the summer assisting the Savitsky Karakalpak State Art Museum in a range of strategic activities. The Museum is named after Igor Savitsky, a Ukrainian who came to Central Asia in the late 1940s and stayed there until his death in 1984. Savitsky first went to Central Asia to document an archeological team's efforts excavating remains of past civilisations in the Aral Sea basin. At this time, Savitsky became enthralled with the local Karakalpak culture and art. Its textiles and jewelry, an integral part of their neglected folklore, particularly attracted him. He began collecting these pieces as well as those of the Avant Garde art movement, those who were being persecuted for their work. The Museum's Avant Garde collection, the second largest in the world after Moscow, numbers over 20,000. His approach and cultural sensitivity instilled trust not only in the older generations of Karakalpaks who sold their textiles and jewelry to Savitsky, but also in the Karakalpak local government which played a large role in the Museum's existence. It was this mutual affection and trust which ensured the renaissance of both a forgotten nation and a forgotten generation of artists and their work. The Museum's current situation is challenging. Despite extensive coverage in the world's media (New York Times, Sunday Times, Geo, Frankfurter Allgemeine, NRC Handelsblad, Le Figaro, Steppe, etc.), the Savitsky collection has difficulties with regards to restoring the collection, and capitalising on its value. The two full-time interns would work directly with the Museum's Director, Mrs. Marinika Babanazarova on a range of activities, including: - Researching funding options and drafting grant proposals; - Conceptualizing future exhibitions; - Assisting with the development of the Museum's strategy; - Liaising with donors in Tashkent; - Translation of briefs/descriptions into various European languages; - Coordinating with the Friends of Nukus Foundation on a range of issues. Participants should have the following qualifications: - Some background in the cultural sphere and knowledge of the arts landscape in the former Soviet Union; - Understanding of donor organisations active in Central Asia; - Excellent (English) writing skills; - Tolerance for difficult living conditions; - Commitment to accomplishment under challenging circumstances; - Russian language skills are desired, Uzbek would be an added advantage. The interns should be available for at least two months, effective late May/early June. Unfortunately, the Museum is not able to fund individuals to come to Nukus. However, it would facilitate any required information/background for a funding application through a relevant University or Government. The Museum would provide assistance with logistics, apartment search, as well as an invitation letter and visa for Uzbekistan. The experience would be a once-in-a-lifetime experience to learn about the world's second largest Avant Garde art collection, allowing unprecedented access to the collection, not only of the Avant Garde but also of the Karakalpak people. In addition, participants would be able to live and better understand the transition issues in and around the Aral Sea Basin. The journal, whose first issue is scheduled to appear at the end of 2007, will be published at the Centre for Independent Social Research (CISR) in Saint Petersburg. Laboratorium will serve as an international, peer-reviewed forum for the publication and discussion of empirical social research, and will endeavour to facilitate scholarly communication between social scientists from the former Soviet Union and other countries. The editors and the CISR are offering one internship position in Saint Petersburg starting 1 September 2008 (for a period of six months, which may be extended). The intern will report to the editor-in-chief, Mischa Gabowitsch (Princeton University), and managing editor, Nadya Nartova (CISR). He or she will be required to assist with editorial and proof-reading tasks and do a limited amount of Russian-English translation. In return, the intern will be offered full use of the research facilities at the CISR in Saint Petersburg and assistance with his/her own research. This position is ideally suited for a doctoral student doing research in Saint Petersburg, although other candidates are also encouraged to apply. The workload will be moderate (1-2 days/week on average), and working hours flexible, leaving ample time for research activities; however, it may be unevenly spread throughout the internship, with more and less intensive periods. Posted by: ZEF Posted: 11 May 2007 INTERNSHIP- Field Research for Masters Students, Summer 2007, Afghanistan Field Research Opportunities For Masters Thesis Students Social Water Management In North Afghanistan: Governance, Livelihoods And Technology In Five Irrigation Systems In The Kunduz Region Field research period from May/June 2007 minimum field work duration: 12 weeks Focus Present Call: Study Water Management Practices In Farmer Managed Irrigation Systems ZEF (Center for Development Research/Zentrum für Entwicklungsforschung, Bonn, Germany) is implementing the research component of the European Union funded project 'Social Management of Water in Afghanistan. (Kunduz River Basin Programme)' coordinated by the Deutsche Welt Hunger Hilfe (DWHH)/German Agro Action (GAA). ZEF implements the research in co-operation with the Afghan university in Mazar-i Sharif. For conducting field research ZEF will finance 3-4 expatriate students. For start in June/July 2007 we are looking for students to look at water management practices in the farmer managed irrigation systems and later on students who will study socio-technical issues of water management. Selected students will work together with students from the Afghan University in Mazar-i Sharif. A research supervisor (ZEF postdoc) will coordinate the field studies. The selected Masters students will be supervised and receive their degrees in their home universities, while ZEF provides financial and logistic support and supervision for the field work period. The project is based in Kunduz, and is integrated in the DWHH/GAA project and security framework. Students are envisaged to stay in the research sites (five irrigation systems/villages) for most of the fieldwork period. For good preparation of the field research, ZEF seeks to contact interested students at an early stage. Project description The DWHH/GAA Social Water Management project "aims at building sustainable social and technical water management capacities in the Kunduz River Basin (KRB) of North Afghanistan. Local communities in rural areas are strengthened in (re-) building their capacity of effectively managing their water resources while integrating all sections of the population in the process. The target group consists of approximately 250.000 rural people living in five irrigation areas of Kunduz and Takhar Provinces, who shall benefit as water users from the project. The proposed project will focus the erosion of traditional knowledge and social managing skills of local communities on their water resources and distribution mechanisms. Activities will comprise a) in-depth study of existing managing systems, b) the involvement of all water user groups in the planning and organisation of priority water management projects, c) an improvement of farm and household water management, and d) the linkages of communities to efficiently manage their water resources in collaboration with neighbouring villages and local administrative institutions." Background: Tajikistan is a transitional state of 7 million people, having become independent in 1991 upon the breakup of the Soviet Union. Despite impressive economic growth and fair amounts of political stability in recent years, the situation with regard to Human Rights and rule of law has not seen substantial - if any - improvements. Local and international laws are routinely broken and the justice system is rife with corruption and nepotism. Objectives: The main objectives of the 2007 Summer Internship in Human Rights Law offered by the BHR are to familiarize an international Intern with local Human Rights conditions (and vice versa), and assist the local branches of BHR (in either the capital city Dushanbe or any of the regional offices in Khujand and Khorog) on human rights advocacy, legal assistance, and general office duties. Responsibilities: (i) Backstop BHR staff in the provision of legal advice to clients; (ii) Assist in ongoing research efforts on Human Rights-related issues, such as land and housing confiscation by local Governments, and general monitoring and recording of Human Rights situation in the country; (iii) Assist in the editing of English language documents, including Sport Reports, Human Rights background reports, and Shadow Reports on international Human Rights conventions; (iv) Assist the BHR staff in the organization of the Human Rights Law Summer Camp for selected Law and International Relations university students from Tajikistan; (v) Teach a daily semiformal one hour English language conversation and writing class to interested office staff and law students; (vi) Conduct all other Human Rights-related tasks as deemed by supervisor. Qualifications: Highly motivated, responsible individual, preferably Law student in reputable university; Strong legal research and writing skills; Demonstrated interest in International Human Rights issues; Good theoretical skills on international Human Rights Law and protection mechanisms; Ability to handle several tasks at once while working independently or as team member; Fluent in English; Working knowledge of either Tajik (Persian/Dari) or Russian; Interculturally aware and willing to work and possibly live with local colleagues. Terms and Conditions: The internship runs for a minimum period of 3 months (approximately June 1-August 31, 2007), is full-time and pays in local currency a monthly stipend sufficient for room, board and local transportation. Upon arrival, BHR will assist the Intern in finding suitable but modest accommodation for the duration of her/his stay. The approximately 130 members are organized into coordination groups ("cogroups"), which are responsible for anywhere from one to a dozen countries. Country Specialist positions are based in the United States and infrequently involve travel to the country on which they work. Country Specialists reside throughout the United States and communicate with AIUSA staff and volunteers primarily via telephone, written correspondence and electronic mail, and periodically in person. Note that these positions are unpaid volunteer positions and only AI related expenses are reimbursed. Country Specialists are selected on the basis of a combination of country expertise and experience, Amnesty International knowledge and human rights activist experience and the organization's needs in that area. Candidates who have lived in the country and speak the language are preferred. In most cases, a minimum of a two-year commitment is requested. Though it is difficult to estimate the time commitment required of volunteers, it is estimated that the position averages ten hours per week. In the interest of avoiding any perception of political bias, Country Specialists may not be assigned to their country of birth, citizenship or naturalization. A Country Specialist generally serves as a resource person for any of AIUSA's initiatives to improve human rights in the relevant country and in other ways makes AI's concerns about human rights violations in the relevant country known to those able to bring pressure to bear on the government concerned. The responsibilities of individual Country Specialists will differ; that is, not every Country Specialist is expected to perform all of the duties listed below. The goal is for every Country or Regional Coordination Group ("cogroup") to have the capacity, among its members, to perform all of the following tasks. Serving as AIUSA's primary monitor and expert on the relevant country: Country Specialists stay current on AI concerns in their countries and on AI's mission or other policies affecting work on those countries. They also monitor the general and specialist press and on-line or paper sources and consult other specialists to maintain a thorough and current understanding of events in the countries they cover. They maintain a basic information storage and retrieval system and adhere to all guidelines for the responsible handling of information. Maintaining regular contact with relevant governmental officials: Country Specialists communicate routinely with the relevant desk officers for their countries at the Department of State (DOS) and with US embassies abroad. They also attempt to maintain a dialogue with the foreign embassies of the countries that they cover. They provide critiques of the DOS annual human rights report entries. Some Country Specialists may, on occasion, draft relevant AIUSA reports on arms transfers. Where appropriate, Country Specialists are also encouraged to contact World Bank or other relevant officials, in addition to their core governmental contacts previously mentioned. Working with asylum-seekers and refugees from the relevant country: Country Specialists work in conjunction with the AI Refugee Program to assist refugees and asylum-seekers from the relevant country. They should be familiar with AIUSA's procedures for relief and for referrals to torture treatment centers or for other medical assistance. Periodically, AIUSA's Refugee Program contacts Country Specialists for the most updated information on a particular country. Country Specialists may also cooperate with non-AI groups working on refugee issues and may monitor the refugee situation in the US at the request of the International Secretariat (IS). Some Country Specialists may be called on to provide testimony in political asylum hearings. Collaborating with AIUSA's Communications Department: Given a reasonable timeframe, Country Specialists respond to media queries on their countries of expertise that come directly to their attention or are referred to them by the staff. We believe that capacity-building and exposure to NGO and/or legal work is a first order priority for Chechens, since they have missed out on all the exchange programs and training efforts that have taken place in the post-Soviet space over the past 15 years. Yet their tortured homeland and people are in desperate need of people with experience in the rule of law, human rights, civil society organization and good governance. The Chechnya Advocacy Network has tentatively started work on helping Chechens get scholarships, fellowships and work experience abroad, but we don't yet have the capacity to do so in systematic way. I would appreciate it, if you could think of ways of bringing a small number of Chechen law students to the US for internships either to your organizations or elsewhere.
